Applying for China Visa with Chinese Vaccines – NO PU letter

From 15th, March 2021, in most countries in the world, if you have been inoculated with COVID-19 vaccines produced in China, you don’t need the PU letter to enter China. It is really GOOD GOOD news for foreigners who want to come to China. Although there is no such notice in your country, it is expected that Chinese Embassies will also issue similar policies sooner or later.

Every day, hundreds of foreigners who want to come to China contact us for the PU letter. In fact, the PU letter application is very difficult in China. Only the Chinese company can apply for the PU/TE letter for the invitees and the pass rate is very low in the Foreign Affairs Office (FAO). Now, just Use vaccines made in China, and you can get Visa at the Chinese Embassy.

New policy for the Visa applicants with Vaccines made in China

The countries include the United States, Canada, Belgium, Switzerland, Spain, Ireland, Italy, German, UK, Norway, Denmark, Sweden, France, Hong Kong, Macau, Japan, Korea, Thailand, etc.

Starting from March 15, 2021, the Chinese Embassy in most countries in the world provide the following facilitation for visa applicants inoculated with Chinese COVID-19 vaccines (having taken either two doses of inactivated vaccines with the stipulated gap in between, or a single-dose vaccine at least 14 days prior to the application) and obtained the vaccination certificate:

1. Foreign nationals and their family members visiting the mainland of China for resuming work and production in various fields can prepare the application according to the requirement before the COVID-19 pandemic.

2. The eligibility criteria for visa application “out of emergency humanitarian needs” will be broadened as appropriate. Foreign family members of Chinese citizens or permanent residents, including spouses, parents, children, and other close relatives living together (i.e. siblings, grandparents, and grandchildren), may submit visa applications for the purposes of reuniting with family, taking care of the elderly, visiting relatives, attending funerals or visiting critically ill relatives.

3. Holders of valid APEC business travel cards may apply for the M visa by presenting the original valid APEC business travel card and the invitation letter issued by the inviting party in the mainland of China.

It means that the Invitation Letter (PU/TE) is no longer required if you want to enter Mainland China. It is worth noticing that the COVID-19 Vaccines made in China cannot be vaccinated in some countries, for example in France. But the applicants in France can vaccinate the vaccine produced in China in other countries and holds the vaccination certificate.

Hence, in some countries,  the Notice from For the above-mentioned three categories of applicants, please first contact the Chinese Visa Application Service Center, and submit their applications after receiving the confirmation from the Center. Once the Embassy or Consulate-General approves their visa applications, the applicants can enter China with the new visas after this Notice.

The Notice of Hongkong & Macau for the applicants with Vaccines made in China

1. Foreign nationals and their family members visiting the mainland of China for resuming work and production in various fields need only to provide the documents required before the COVID-19 pandemic when applying for a visa. The Invitation Letter (PU), Invitation Letter (TE) or Invitation Verification Notice issued by the foreign affairs offices or the departments of commerce of the provincial (including autonomous regions and municipalities) governments or the headquarters of central state-owned enterprises are no longer required.

2. The scope of applicants eligible for applying for a visa out of emergency humanitarian needs will be expanded as appropriate. Foreign family members of Chinese citizens or permanent residents of China, including spouse, parents, children and other close relatives living together (referring to siblings, grandparents and grandchildren), may submit visa applications for the purposes of reuniting with family, taking care of the elderly, visiting relatives, attending funerals or visiting critically ill relatives.

3. Holders of valid APEC business travel cards may apply for the M visa by presenting the original valid APEC business travel card and the invitation letter issued by the inviting party in the mainland of China.

Hongkong without PU letter

Please be noted that the above-mentioned visa facilitation applies only to applicants who have been inoculated with COVID-19 vaccines produced in China (either having received two doses of Chinese-made vaccines with the stipulated gap in between or having received a single-dose Chinese-made vaccine at least 14 days prior to the application) and obtained the vaccination certificate. Proof of a negative COVID-19 nucleic acid test result and the Health and Travel Record Declaration Form for Visa Application is no longer required.

    I’m currently living in Taiwan, is it possible for me to travel to Hong Kong to get the Chinese vaccine as because the Chinese vaccine isn’t available in Taiwan.

      Yes. In order to prevent the Epidemic infection, the foreigner who enter China requires two-three weeks of quarantine upon arrival. Furthmore some regions mandate a longer quarantine period from time to time.

    I am Indonesian and I have been working in Shanghai since 2017. Before COVID-19 cases rose, I flew back home due to personal reasons and have been continuously working from home since then.

    My residence permit has expired but my work permit is still valid and I would like to apply for work visa in order to be able to go back to China. I have contacted the Embassy of China in Indonesia and they informed me that as long as I could provide vaccination certificates, I was eligible to apply for work visa without PU Letter (since my work visa is still valid). I have received two doses of Chinese COVID-19 Vaccines and I have already prepared all the documents needed for work visa. But yesterday I received an e-mail from them saying that a PU Letter is required even though I have been inoculated with Chinese COVID-19 Vaccines, they said that the regulation has changed recently.

    In this situation, am I eligible to apply for a PU Letter? May I know the newest policy regarding who can get a PU Letter? It would be appreciated if you could inform me the newest China Visa rules and policy in Shanghai.

    I want to apply for M Chinese Visa (Business Visa) in Pakistan but I have some Questions
    1. I visited china about 12 time so also required official invitation letter or only required Company invitation letter on letter head ?
    2. I am fully vaccinated (SinoVec) so also need quarantine?
    3. If quarantine then how many days and if I visit Urumqi, Jiuquan, Taizhuo, Hefei and Shenyang then how many times I will be quarantined ?

      If you have been inoculated to the Vaccines made in China, you need to call the China Embassy in Pakistan for the question of PU/TE letter. In some countries, you can come to China with just the M visa, but in some countries, you need to also get the PU/TE Letter from the Chinese Company.
      BTW, you need to quarantine for a minimum of 14 days when you come to China and different cities have different quarantine periods.
